Guidelines for driver eligibility
should be developed and implemented to ensure that only proficient
and qualified drivers operate vehicles on company business.
A formal driver eligibility review program (including written
policy) is suggested for all prospective and current drivers.
Eligibility review should be performed for professional drivers
as well as incidental drivers.
Eligibility review procedures should include
the following:
- Verification of current and valid driver’s
license
- Motor Vehicle Record (MVR) Review (pre-hire
and annual)
To verify proficiency of driving and observation
of motor vehicle statutes.
Specific benchmarks or eligibility thresholds
should be established for driver qualification. Driving
privileges should not be awarded to drivers determined “ineligible” under
the eligibility criteria. Eligibility criteria should be
applied equitably to all prospective and current drivers.
Under no circumstances should a job candidate or current
employee be allowed to operate a motor vehicle on company
business if determined ineligible under the eligibility
criteria.
MVRs should be reviewed prior to hire and,
at least, annually thereafter to ensure that company drivers
maintain satisfactory driving records and eligibility. Frequency
of MVR review may be adjusted to fit the needs and exposure
profile of the employer. Current drivers determined to be
ineligible should not be allowed to drive until which time
subsequent review of current MVR restores eligibility.

review techniques include:
- Verification of current automobile liability
insurance
- Road Test with supervisor (pre-hire
and periodic)
- Written Test (Vehicle Operation and
Local/State Statutes)
